Depending on the time of day and location, incidents create 55-60% of the congestion on highways in Nevada.
Identifying the severity and location of a crash can significantly shorten the response and clearance times, it may even save lives.
An accident that occurs as a result of congestion or distraction from a prior crash is referred to as a secondary accident.
Exact figures on the number of secondary accidents are difficult to calculate. Preliminary results of a study by UNLV indicate that as many as 22% of all incidents in the Las Vegas region are the result of an earlier crash.
Secondary crashes can potentially be more serious than the original crash as motorists become impatient and distracted with their driving. National studies show that as many as 18% of secondary crashes result in a fatality.

TIM Resource Center

Multi-agency, multi-disciplinary training for various aspects of traffic incident management is offered by members of the TIM Coalition at regular intervals. Trainers are FHWA certified and approved by the Nevada Department of Public Safety and Nevada Department of Transportation. Please check the calendar for specific training locations and times. TIM training is open and free to TIM Coalition Members.

    SHRP@ 4-hour TIM Training

    The National TIM Responder Training Program was developed by responders for responders, and was designed to promote consistent training of all responders to achieve the three objectives of the TIM National Unified Goal (NUG):

    • • Responder Safety
    • • Safe, Quick Clearance
    • • Prompt, Reliable, Interoperable Communications

    The target audience for this course is all TIM disciplines, including: Communications, Emergency Management, Emergency Medical Services (EMS), Fire/Rescue, Law Enforcement, Towing and Recovery, Hazmat, and Transportation/Public Works.

    TIM Responder Training Course Lesson Summary

    1. Introduction: TIM training program purpose, the dangers encountered by emergency responders working in or near traffic, and the definition of TIM
    2. TIM Fundamentals and Terminology: safe, quick clearance definition, supporting legislation, and common response terminology.
    3. Notification and Scene Size-Up: roles and responsibilities of public safety communications centers and transportation management centers, and scene size-up reporting
    4. Safe Vehicle Positioning: safe-positioning of vehicles and blocking.
    5. Scene Safety: emergency vehicle markings, emergency-vehicle lighting, use of high-visibility safety apparel, and safe practices for avoiding the Zero Buffer
    6. Command Responsibilities: Incident Command System as it relates to TIM.
    7. Traffic Management: components of a Traffic Incident Management Area and the proper use of temporary traffic control devices.
    8. Special Circumstances: incidents involving vehicle fires, hazardous materials, vehicle fluid spills, and crash investigations.
    9. Clearance and Termination: quick clearance strategies, towing and recovery communications, and incident termination.

    Las Vegas Valley Hands-On TIM Exercises

    In May 2017, the Nevada TIM Coalition held three full days of hands-on TIM exercises for Las Vegas Valley responders. This multi-disciplinary, dynamic training included work zone traffic control, hazmat spill containment, responding to a mass casuality major incident with fatalities.

    Safety Summit Demonstrations

    A focus of the Nevada TIM Coalition is to facilitate a realistic crash reconstruction to demonstrate TIM best practices and the roles of first responders at crash scenes. The Nevada Traffic Safety Summit is an annual event held in the latter part of the year (September. October, or November) and is held in either Las Vegas or Reno in alternating years. There will also be a Traffic Safety Summit held in Elko, Nevada on July 12-14, 2024. There will also be the 2024 Nevada Traffic Safety Summit held in Reno, NV November 12-14, 2024.     Operating Near the Zero Buffer Video

    The Responder Safety Learning Network has developed a video about the dangers and recommendations for working near active traffic during incident response. This video highlights a more recent term that has been used called the Zero Buffer Zone which is the area between the corner of the blocking vehicle and the lane of active traffic.

    This was also highlighted during the February 2022 Colorado Talking TIM webinar about vehicle parking and working around the area of the Zero Buffer Zone during incident response.

    Las Vegas Fire and Rescue, along with other first responders, participates in the Nevada Traffic Safety Summit held in Las Vegas on October 19, 2021. We are grateful for those that gave of their time as well as offered their skills & talents to make this another successful event.

    A SHRP2 4-hour TIM Training class was held on March 10, 2021 for the Department of Wildlife. This training was invaluable to this department as along with their other duties, they also work vehicle crashes. In 2021, there were 430 first responders trained throughout the state.

    The Nevada TIM Coalition will continue to focus on training, multi-disciplinary demonstrations and exercises, and other activities in order to bring attention to responder safety. The Nevada TIM Coalition thanks all for their continued support and participation.

    TIM Diversion Information & Maps

    Traffic Incident Management (TIM) involves an organized, collaborative, and proactive approach aimed at identifying and clearing roadway incidents safely and efficiently. TIM practices minimize traffic congestion, increase motorist and first responder safety, and reduce the likeliness of secondary incidents. To enhance the integration between Traffic Incident Management (TIM) and planning, NDOT, in collaboration with RTC FAST, has developed TIM Diversion Route Plan Sheets for six critical points of failure throughout Clark County. These Plan Sheets are reviewed and revised frequently to ensure resources are planned and allocated, roles and responsibilities are defined, and stakeholders are prepared in the event of full road closures impacting the ingress and egress for the Las Vegas metropolitan area. Below are the maps of the Diversion areas.
